Where a bunch of people are killed at the beggining (one by a group of binmen in the morning another by a couple at a car dealership when a couple drive through the glass window)

No. (Although a bunch of people are killed in the beginning in a car chase, and there is some people killed later at a car dealership.)

The movie you're thinking of is COMMANDO, starring Arnold Schwarzenegger, Alyssa Milano, Rae Dawn Chong, Bill Duke, the gang leader from the Warriors, and a few other people.

Not sure what "binmen" are, but if you're talking about garbage men who load garbage onto trucks, then I think you're talking about Commando (1986) starring Arnold Schwarzenegger.

At the beginning of Commando, two men dressed as garbage men kill a man, then in the next scene one of the garbage men (now dressed in a suit) steals a car at a dealership, runs over the salesman, then drives it through a plate glass window.

Commando came out around the same time as The Hidden, so maybe that's what you're thinking of.
