To be honest, I really don't get the joke.
OK, the sergeant-major was being an uptight d*ckhead, but I really don't see how that line was funny other than having the word "blow job" and "white man" in the same sentence. Again, Robin Williams is just not that funny.

Well it was certainly more creative than just telling Dickerson to "relax" and it was consistent with the character William's was portraying.
If you didn't find the joke funny then trying to explain it probably won't make it any funnier.
