It's just his variation on an old folk saying about getting something done regardless of the consequences. Major Kong uses it in Dr. Strangelove when he says he will get the bomb released "even if it hare lips everybody on Bear Creek."
Thanks, makes sense. Major Kong was one of my all time favorites. First impression was watching him sleeping in the pilots seat then being awoken by one of the crew advising him they got the "go code" to attack Russia. In disbelief he was somewhat miffed saying "How many times have I told you boys not to horse around on the airplane?" (I'm paraphrasing.)

If Pvt. Pyle is whipped into shape and is no longer fat then the cannibals would have been screwed out a 'big meal'. lol
