I don't think Randy intentionally used her as bait. His reaction when she starts getting pulled under tells us that much. He was probably too horny or too tired to realize what he was doing, and when it was too late to save her, he took advantage of the opportunity.

Randy did not sacrifice Laverne, though. He didn't expect the attack, but used it to his advantage. There was nothing he could have done for her at that point anyway. It was his only chance.

Since she died while he was committed a felony (sexual assault), her death would leave him open to prosecution for Felony Murder. Of course he's dead, so it's moot.
But yeah, as a kid I was rooting for him, but as an adult I see how horrible he was, she pretty much died because he stopped watching for the danger so he could assault her.
