For most of the 80s, DNA paternity tests that were 99.99% accurate (or anywhere close to that) were just not available to the average member of the public. It may be that the technology for these tests didn't even exist during the early part of the decade, and even if the technology existed by the show's premiere in 1987, it just wasn't widely available. There were some less accurate tests available, but it was quite possible that these would produce inconclusive results -- that is, test results might not exclude either of two possible fathers so even if you did have the test done, you still might not know who the father was. TV shows back then (especially soap operas) would frequently incorporate this potential for inconclusive answers into their plots.
Anyway, while the show had kind of a dumb premise, it was not so utterly clueless as it would have been even by the early 90s, when you could just call up the 800-number on a "Who's the father?" billboard and order a paternity test that would give you a definite answer to that question.
