...a lot of jokes were made about Kelly being with lots of guys and about Bud not being able to get a girlfriend, yet Bud was seen with quite a lot of girls on the show and Kelly was not shown with that many men.
Kelly didn't have a long term boyfriend on the show. Bud was shown on the show with quite a number of women and he also had something going with Marcy's niece Amber.
True, Kelly could have still been a virgin for all we know. There was a lot of irony on the show:
Al always having money in his wallet, despite always complaining about being broke
Marcy considering pretty boy Jefferson to be the better of her two husbands, while implying that the nerdier Steve was the better lover
The Bundy family living in a two-story house, despite Al having a minimum wage job and being the only one working
Al being disinterested in Peg while checking out women who were less attractive than Peg
Peg making fun of Al's performance in the bedroom, yet when they did "go upstairs", she always seemed to enjoy it
Al always gesturing/speaking about wanting to die, but panicking when it almost happens
Jefferson making fun of Marcy's looks (usually behind her back), yet frequently showing a desire to be intimate with her
The Rhodes/D'Arcys criticizing the way the Bundys live, yet always showing up at their place
Al complaining about Peg not cooking, but never eating whenever she does make food
Kelly being brain-dead at times, all the while still being able to make a clever quip/joke at Bud's expense
Bud may have met a lot of girls but they all treated him like crap and usually dumped him after one date.

I think he just means that the girls Bud was with were shown more. Yes he failed most of the times, but they were shown more times.
I guess it's not a good point, as there was no reason to keep showing Kelly's 'boyfriends' every time, while it made sense to actually show Bud getting rejected
