The theme song was written and performed by Patrick Williams. He also wrote, arranged, and/or performed the themes for M*A*S*H and The Mary Tyler More Show.

I know what you mean about the song; I never watched the show much, but I would switch channels just at the end to hear the theme.

It does sound like Stephane, but it likely isn't. Just guessing. But it's a wonderful piece, and really set the tone for the show.
