does anyone know if she is playing the same roll here as she did in TNG? Mom to commander LeForge.

As her role in this was "unnamed captain", and preceded the creation of TNG, I would say no. But as her character in TNG WAS named captain Silva La Forge, I'm betting at THAT point, we WERE meant to assume that they are the same role/character. I doubt that we'll ever have a definitive answer, though.

EDIT: Just finished reading up on the subject at Memory Alpha.
In several Star Trek novels, the unnamed captain of the Saratoga is named Margaret Alexander, but this is not considered canon. Also read up on Madge's role in the TNG episodes, and nowhere was it mentioned that her character of captain Silva La Forge was also meant to be the same role as that of the unnamed captain in Star Trek IV. So apparently the answer to your question is "no".

Her character in this could have been an unspecified ancestor of the TNG character. In a similar way to Michael Dorn playing both Worf on TNG and Worf's ancestor in Star Trek VI.
