Breathtaking imagery indeed. I don't suggest it's better than the 1st film, but that was a landmark and one of the most influential films in cinema. Psycho III has a visual flair and style that takes great care. It is not simply 'another slasher' in my opinion. The killings are more gory and in step with the films of the 80's but this is constructed better than many of those 80's slashers, with, of course a more sympathetic and memorable villain who's also a very good actor.
Visually, look at all the reds foreshadowing the blood, the somberly touching candlelight, the deep shadows, and the religious overtones that hint at a lot of what shaped Norman's childhood. I even like the nod to Vertigo with the opening bell tower scene. Hitchcock isn't as forgotten as some might think with this movie. For a first time director, Perkins did a respectable job.
