question from the book about Lounds (spoilers)

Hi, I've read the book and have a question. Why does Graham set Lounds up? He knows exactly what he's doing when he puts a friendly arm around him for the photo. I can only think that the tooth fairy needs to kill a 'pet' first and graham knows this. Ok but then why does Graham not ensure Lounds' protection? He says that he should have been with Crawford by the time the tooth fairy had access to the tattler but that's rubbish. Is he saying that he didn't know he could get access to it Monday night? It just seemed a loose end to me. Hopefully I have been unfair to the book and a sharper reader than I can explain this.
