Its sure took Graham a long time to realize....*spoiler*

....that the way that Dollarhyde knew the layout of the homes was the videos!

Let's see, the videos show everything, why did no one suspect the people who MADE these videos, right away?!

These days I might understand not thinking of it, as most things are digital and don't require much human action, but then?

I'd say this cloud is Cumulo Nimbus.
Didn't he discover America?
Penfold, shush.

In Manhunter, the videos were made by the FBI from transferring home movies (film) from the families. You can argue that it took him too long to know the killer had seen the home movies. But the connection between the families was who processed the film, not to do with the videos Graham was watching.

I seem to remember in Red Dragon (though I'm not sure), Dollarhyde worked for a company that produced/edited videos from source film or videotape, not a film processing plant. That would make it an easier connection. In Manhunter, Graham has to go to the source film canisters, and even peel a label back.

The videos at first did not actually connect the murders except that the victims were in them. The distance between their homes did not suggest there was any phsyical connection between the films (and they had different processors brands on them).

It wasn't until after Graham had established that family pets were missing and took a look around one of the gardens that he found where the killer observed the vicitms from and then that he had removed a branch from the tre, and then that he had used bolt cutters to do.

It was assumed that the killer just happened to hvae boltcutters but Graham eventually supposed that the reason the killer had boltcutters in the first place was because he expected to use them and the ONLY way he would have done so was from what he saw in the film. By the time the killer went to the victim's home the bolt he expected to cut had been replaced with something else.

It was precisely because the films didn't show everything and the fact that the killer didn't know everything about one house when he did the other which connected the films together and with the killer.
