Teams still run versions of it today: basically any play in which you set a double or triple screen and have a guy run around it and get a pass is a version of the "picket fence."
My sister coaches a grade school team and her team uses a version of it as their inbounds play and it scores almost every time. Two or three defenders almost always get 'caught watching the paint dry.'
