I think it had something to do with Jason drowning, like the water had a certain power over him?
Although, it would seem Jason didn't actually drown, so I'm not sure what the deal was there.
I thought water was always Jason's weakness, what made him "human". So that makes sense if that was the angle the director was going for

shareValid point. Back to the rock and chain thing - its tough moving around in water, so maybe that helped keep Jason down there. After being resurrected via lightning, telekinesis, and electrocution, belief of anything in this franchise is suspended haha.
