I think they were trying to set Paula up as a decoy final girl. She was given decent character development (at least by F13th standards) and seemed to really care about the well-being of the kids who were actually at the camp in this installment for a first (and only) time in the franchise. Then, the movie pulls a fast one on you by killing her off and in the most brutal manner. I can't say that I really saw this death coming, so I found it kind of clever. 

Watching this film for the first time, I actually thought Tommy and Megan were going to be victims of Jason. It was Tommy's fault that Jason even came back to life, and Megan never really seemed to be likeable enough to be final girl material. Despite being the main characters from the starting gate, the fact that these two end up living kind of surprised me since the series had its original final girl emerge from the shadows in much the same fashion as the fifth installment. When those movies started, you didn't immediately look at Alice and Pam and think, She's going to survive this movie. The films waited until they were literally the last ones left of their respective groups before they started getting a lot of screen time.

I always preferred that method of storytelling in a slasher than having a clear final girl from the onset and having her survive, i.e. Chris from Part III. The sixth film seemed to follow this method with having Megan be the final girl.

Yes I thought that it was extreme and mean spirited. She almost makes it after so many fell and then almost at the last hurdle she too falls.

I felt bad for paula since she was likable.

I think the way they killed her so brutally was because she was so innocent and the nicest one of the counselors
