Possibly. Rick may have been an a hole but the sheriff was just being the sheriff.

I'm sure every living person in the world hasn't seen this film. 

Sorry, I couldn't resist that one. But I can see why he acted the way he did. I might act the same way. It's not every day a dead killer comes back to life and starts to take more and more victims.

Sheriff Garris was a legend, great character

He was great, especially at the end when he pretty much sacrificed himself to save his daughter. And he's one of the few people (other than the final girls) who have actually tried taking on Jason.

I liked him a lot, actually. One of my favorite characters in this series. I wish he could have lived; he was one of the few people who gave Jason a run for his money, and he genuinely cared for his daughter (he practically charged a nigh invincible killer to protect her).

As far as being an a-hole, given what he knew about Tommy, his attitude and suspicion of him is not entirely unwarranted; for all he knew, the severe trauma of what Tommy went through caused him to snap (which most would naturally assume if in the same position).
