Right there...
so much of the MPAA's ratings system comes down to personal bias of the Members at any given time and negotiations with the director/Production Company
The South Park Guys (and a few others) have gone on the record as stating that they would submit extra profane content to distract from the stuff they wanted in, only to get a memo ignoring their bait and the preferred content still got cited... then three edits later they'd claim to cut something and they'd get approved as-is... so whether the MPAA stopped checking and took them at their word, or they went in with the bias that it was cut and they didn't see the non-difference when watching...
another thing too is that they would haggle, and ask "if I cut 3 'Hells' can I get an extra 'Damn'?"
so with all of that I'm not surprised that a Movie from the First Year of PG 13 could get away with 5; even though 20 years Later 'Be Cool' is openly mocking the 1 F-bomb in a PG 13 film, by actively citing it in the dialog as they drop said single F Bomb
