Did they ever explain that part.

Not that I recall. In the book it just started happening and the minister didn't find out until he tied his mud covered legs and shredded clothing to the reports of the murders.

He theorized that it may have involved some flowers he picked or that it could have been god using him to exact vengeance on sinners.

How can it be exact vengeance on sinners, when he is sinning himself by killing? He is a sinner himself. So that makes no sense. Evil is not evil because someone says so. Werewolves are curses, and he was cursed, not blessed. Bugs me when people have no clue what they are talking about. He would have to kill himself for sinning but no he just keeps killing.

Rated R Horror movies are better, no matter the argument.

If you want to blame someone over silliness in a fictional short story blame Stephen King.

I just repeated what was in the book in response to the question.

Ps. The bible is full of examples of God using sinners to carry out his aims is it not?

In the book I seem to remember him thinking about how he’d been bitten by a wolf he thought he’d killed when his car hit it.

That's not in the novella. In the novella, he was picking flowers and saw a strange but interesting flower and picked it and brought it into the church, it later turned black and after that the murders began. In the movie it's completely ignored and just says they didn't know and maybe he didn't know either.
