That chemical reanimated everything in the warehouse including spilt dogs, butterflies, and cadavers but not the skeletons. How come? And we know that skeletons can come to life in this movie because of that one that came out of the ground.

Could have been, but at one point I'm pretty sure Frank did say they were real skeletons that were shipped from India.

That's the only reason why I would think that they wouldn't reanimate like the skeletons in the graveyard.

The tendons would have rotted away. No way of moving, even if they had been reanimated.

shareI think the real reason is because the filmmakers didn't have the budget or possibly the technology to get skeletons to look real enough.
A plausible explanation for purposes of the movie is that all of the skeletons had plastic wrapping surrounding them, so the chemical didn't get on the skeletons.

That corpse suspended on hooks was in a plastic wrapping and came back to life but as someone else said the skeletons had no organic matter left on them
My bet is that the skeletons they got from India were fake.
Remember one character wondered who dies with perfect teeth - I think there's your answer.
