It looks like it. He only has one acting credit according to this site, so I reckon he was just chosen based on the way he looked (the epitome of shady) and the guy probably wasn't even an actor. It'd be interesting to know who dubbed him, his voice sounds familiar. I'd also like to know who he was.

To me, his voice sounds a little bit like Harry Shearer of The Simpsons fame. Then again, what do you think?

What I do know is that when a lot of roles are dubbed like this one, they use actors that are usually established. It's probably someone well known.
