looking for a horror film i can barely remember

this one may be tough because i have very very vague memories of it except they are all dream like

the only concrete memory im sure of is the video cover at least back in the 80s(though it could be a film from the 70s) looked very much like the video cover of firestarter with a girl in a hallway with her hair being blown around or something - its a much creepier girl though than the girl on the firestarter cover - i seem to remember mannequins(or maybe really creepy masks), and fire, and a little girl - after a long time of searching i went through films like don't look now, tourist trap, even death game due to certain elements i thought might be the same but alas have yet to find the film im thinking of -
