James Horner , i think the guy was.
He did the music to Eddie Murphy's 48hrs , which also has that distinctive sound
I remember thinking that those steel drums would always be the way to recognize James Horner scores, because of those two movies alone.
But as the years went on, I think he just dumped the whole motif. For instance, neither Titanic(1997) nor The Perfect Storm(2000) had those drums.
