I just rewatched it, and it clearly shows Angela writing a balance of "$0" after his final party which was about $38k.

Technically he expended a lot more than 30 millions. Remember that he got to expend at least 10M that his friend Spike won for him without his permission, so funny enough he expended even more than 30 M.

We never see his mayoral race costs. It's assumed the campaign soaked up the rest.

If you buy a ticket for a remake, you are the problem, not Hollywood.
