Was it really a flop?

The budget was $25,000,000. The domestic gross was $21,288,692. But what about the total gross worldwide? That, and the later VHS and DVD sales, should at least make the total income a lot bigger than the budget. And as long as you don't lose money on a movie, it can't really be called a flop, even it it isn't a success either.

The domestic gross is split between the studio and the exhibitors/theaters. Then you have to take into account things like marketing costs. So it's most certainly a loss for the studio in a system where it's certainly preferred that you start making money from the original American release itself, rather than with the help of international or merchandise or home entertainment. It's also pretty bad how the Care Bears movie not just outgrossed it the same year, but most certainly cost a fraction of what TBC did. It was a flop in its original release but it's probably at least broken even by now as a library title and influence on an attraction at Tokyo Disneyland.
