Is there supposed to be a Blu-ray coming soon?

Not in the near future...
Amazon.com usually puts up spots for items that are released on one format (usually DVD) and then adds another one for a different format that either won't be or aren't planned to be released. However, under that link you just posted you can sign up to be notified when and if "The Black Cauldron" will become available on Blu-ray (however unlikely that may be).

Yes unfortunately there most likely won't be one in the near future as I I'm sure Black Cauldron will most likely be one of the last titles to be released on the blu format. It's really a shame, Disney can put out those Tinkerbell fairy movies on blu-ray, but they can't even do it for Black Cauldron when there has already been a new restoration for it in which I at least commend Disney for a job well done on that one. When it all comes down it it's all about making money and I suppose the Tinkerbell fairy movies are sellers and Disney obviously still feels that Cauldron isn't a big enough seller in their catalogue...but I still feel it's a shame.
