Just what was Creeper's job

At places in the film he is barking out orders to the King's human servants , yet in the feast scene he is pushed around and bullied by them. So does he have any authority or not?

He seems to be the Horned King's assistant, even though he is pretty horribly treated. Why does the king keep him? He is not very strong, and does not seem to have any magical abilities.

General sycophant and groveller I believe. There to fawn over and worship his master, carry instructions in his name and get choked like he owes the boss money.

Creeper's job? Comic relief in a darker kid's film.
