Why does Lou allow Biff to bother his customers?
He looks a bruiser who would throw Biff and his buddies out.
shareIt was 1955. People minded their own business more. Or Biff and buddies would have more than likely retaliated via vandalism. Or Biff and buddies had more friends (customers) than George did and throwing them out likely alienates more customers.

shareI'm sure this was a common occurrence prior to 1955 and even sometime thereafter. Lou probably experienced a slew of high school bullies/gangs coming and going over the years.
Like you said, perhaps there were acquaintances of Biff & Co. that drew in potential customers. The only way to advertise your business back then was either in the phone book, billboard advertisements, commercials or word of mouth. I'm sure the latter was probably the biggest for local establishments.
Now, give me a Pepsi Free.
