where can I watch 'The Bad Seedling' online?

I've been trying to find & watch as many episodes from seasons 3 and 4 as I can online (since Shout Factory's been particularly stubborn about not releasing them on DVD). I've found most of the episodes I wanted to see, except one: the season 3 episode 'The Bad Seedling', which is the first of only two episodes that featured Vanessa, Vicki's mischievous twin. I saw the other episode that Vanessa was in, but I can't seem to find this one anywhere on Youtube. I found a couple of playlists that people made with several season 3 & 4 episodes, but none of them have The Bad Seedling anywhere on them as far as I could tell. I was wondering if anyone on here knows of any sites where I can view this episode. I mostly want to see it because I thought the character of Vanessa was an interesting counterpart to Vicki and had the potential to either revitalize the show or star in her own spinoff (if not for executive meddling).
