shareJust going from a fan wiki she's Vulcan. She also knows Spock and Kruge also identifies her as a Vulcan so I'd take that as a strong indication.

In an alternative and cut filmed scene from the Wrath of Khan when Spock and Kirk are arguing about Saavik's performance in the Kobayashi Maru test, Spock reminds Kirk that she's also half-Romulan. The novelization of the Star Trek II also explains her being half Vulcan-Romulan.
I'm not sure why in the final cut of the Wrath of Khan they decided not to explain her mixed heritage and weird behavior especially near the ending when she cries for Spock.
Funny the original villains for Star Trek III were supposed to be the Romulans but the studio wanted the Klingons.
She is half Vulcan, half Romulan.
