It took Spock a fair while to reanimate after he landed on the planet - enough time for the Enterprise to pick up the Reliant survivors and drop them off somewhere, along with most of their own trainees, and for Scotty to install the automation systems. So days, most likely, perhaps even a week or two.

But the planet fell apart within an hour or so of David's death. So there just wasn't time for him to regenerate. In fact for all we know the regeneration effect had worn off by then - surely the Genesis planet wouldn't have been the planet of permanent resurrection, even if it had worked!
