According to the Organian peace treaty, Kruge should never have been able to inflict violence on Federation wessels.

Ah, but this is the Harve Bennett alternate reality, where the Organians don't exist and the Klingons have a Neutral Zone.

There's actually a book called The Idiot's Guide to Quantum Physics, which pretty much covers everyone on the planet.

Kruge and his crew were rogues who acted outside the Klingon High Command's orders, and didn't follow treaties for that matter. Kruge himself says "Even as our emissaries negotiate peace with the Federation, we will act to preserve our race."

The Organians never said they would stop all violence between the Klingons and Federation, everywhere, forever.

Put it this way - you see two kids fighting, you break it up and tell them to cut it out. That doesn't mean you're gonna follow the kids around for the next ten years making sure they never fight again, right?
