I think where I got the impression that Enterprise was always the Star Fleet Flagship was that scene in Star Trek (2009) when Captain Pike mentioned that the while the rescue mission to Vulcan wasn't exactly the best way to have the Star Fleet Flagship start her career (after all, if you can't believe Christopher Pike, who can you believe?)
