Who is that man?

When they are first in Jenny's diner and she is talking to Kermit about her dad once having nothing. A man is seen settling his bill, he looks familar and doesn't seem to act like a normal extra. Is it a cameo by someone? he acts a bit like a Marx brother, anyone know who he is?

I think it's just an extra; everyone who had a cameo had at least a line.

Even Ed Koch said a line or two of dialogue.
