If C&D were remade today with the same tone what 11-13yo actor do you think could embody Davey best
Would need to be someone on the level of Henry Thomas as a child actor or it will likely be less believable. Someone who can do drama and can come off as mature and articulate in a believable way. One that comes to mind is Jacob Tremblay from the movie Room, although he is now a couple years older than Henry was at the time but I cannot think of any other kid actor around 12 who has the chops to carry a film like this.
