His parents, her mother, most of the people of authority who could actually do something, but don't. The only one with any decency seems to be the gentleman who hands her the $7 to file the divorce or separation papers or whatever.

Francine allegedly beat her kids. She's sitting there whining about Mickey being abusive and then was doing the same. Total hypocrite. The in-laws were ignorant ass trash and so was Francine's mother. Everyone failed her. The whole entire thing was a total shame.
