The disembodied speech contributes to the film's artificial feel. It also recalls husky-voiced noir actresses like Lizabeth Scott.
It's been a while since you originally asked your question, but I think it was maybe because her delivery in many scenes was so breathy and whispered. There were seemingly few scenes where she delivered lines in full voice. I mean, audio in films is often dubbed, especially in outdoor scenes. There are a few scenes in Body Double where she is outside, and she totally speaks in a very quiet, barely audible way, as if she's telling secrets to Craig Wasson's character. The problem is just that the dubbing is so obvious. It is quite noticeable and diminishes the overall quality of the film.

Could have been a production issue regarding certain scenes. If the sound isn't properly recorded then & there, ADR (Automated Dialogue Replacement) is necessary.

I was wondering about that, too. And it was very obvious. My guess is they wanted someone with a 'smokey' voice, like Turner in Body Heat?
