Cost of cigarettes

There was hundreds of big boxes with thousands of packets of cigarettes in 2 trailers and yet he was only selling them for 5K the guys buying them was haggling for 2K and later on Axel said that he couldn't accept 2K cos they'd know he was a cop for selling so cheap.
How much were they back then cos 5K seems awfully cheap for all those even back in the 80's?

Plus the one of the guys he was selling them too was already in the truck ready to drive off even before the cops arrived, was that part of the deal too?

I've wondered about these points also. I'm guessing Foley had not intended for things to progress to the point they were driving the truck away. How he was going to even apprehend them both when he seemed to be on his own, and without permission to use the cigarettes (gained from a prior bust), it doesn't make a lot of sense.

But still a fantastic movie! Once the truck starts smashing into stuff you just don't care!
