Who is most the blame for the change in tone in the last two seasons?

Seasons 7 and/or 8 are arguably considered the absolute worst? I kind of jokingly pinpoint to the moment that Alyssa Milano dyed her hair black and cut it to shoulder length in the middle of Season 6 (beginning with the "Supermom Burnout" episode) as sort of the beginning of Who's the Boss?'s downward slide.

I was wondering if there was a seismic shift/change in the production staff around this time. Martin Cohan and Blake Hunter were the executive producers throughout the show's entire run. And Danny Kallis was also made an executive producer for the eighth and final season. The only major decisive change that I'm aware of and can find is Tony Singletary replacing Asaad Kelada as the director beginning in Season 7.
