Intended Spinoff

Two episodes from Season 4 titled "Mona" and "Moving Episode" has Mona visiting her brother who is starting a hotel. It seems odd that Tony and Angela really had no role in the first episode at all, and that so much focus was on the ensemble cast of the hotel (each character had a specific role and line that seemed to serve as an introduction to their character).

Wondering if it this was intended to be a spinoff. Sometimes shows will propose spinoffs and devote an episode to introducing characters, but ultimately drop the idea. I remember Brady Bunch did this with the Kelly's Kids episode which was never picked up.

Just curious whether anyone knows if this was an attempt at a spinoff.
