What season and episode was the race for Cobra and G.I. Joe to get the Weather Dominator?

It's actually not part of the series, but the second of the two mini series that preceded the daily series. It was called "G.I. Joe: The Revenge of Cobra".

It was released on DVD along with the first mini series "G.I. Joe: A Real American Hero" about 6 years ago but is long out of print. However it will be included as part of the re-release of the series on DVD starting July 21st.
