Are characters missing from the DIC series?

I recently watched the intro episode of the DIC series, Operation Dragonfire, and I noticed that some of them are missing, mostly from the Cobra Side, here is my list of who did not make DIC cut:

Cobra:
-Zartan
-Zarana: Assumed to be killed off by Destro
-Doctor Mindbender
-FireFly
-Major Bludd
-Tomax and Xamot

Joes:
-Stalker
-Tunnel Rat
-Duke
-LT. Falcon
-Duke
-Scarlet

DIC most likely did this to promote a new toyline featuring SGT. Slaughter and new Cobra action figures, after the initial series, Serpentor was pushed to the sidelines as well. I think DIC wanted to move into a different direction however had to tie up loose ends with the Movie that preceeded it, then they just moved on.

In the first mini-series (Operation Dragonfire), the only regular Joes from from first few seasons we see are Lady Jaye, Sgt. Slaughter Stalker and Lowlight, with Hawk (with a horrible redesign) joining in the first official DIC season; Duke, Falcon, and Snake Eyes came back in Season 2, but I don't believe we ever saw any of the other Joes appear beyond them.

As for Cobra, we only got Cobra Commander, Destro, Barroness, Zaranna, Storm Shadow and Serpentor.

The rest of both sides were filled out by all the new and 'current' toyline characters like Metalhead and Gnawgahyde.

Scarlett is in a couple episodes of Season 2.

Okay, Duke's absence can be explained if the movie is still canon, but Scarlet's gone too? I guess the DIC show really must have been as bad as they say it was.

Duke appears in one of the Season 1 DIC episodes, sporting his Sunbow look. It's a brief appearance, as I recall though. Stalker is featured in "Operation: Dragonfire" in a pretty significant way. Can't recall whether or not Tunnel Rat shows back up. I believe Falcon makes a brief appearance in the first DIC season, and he plays a significant role in the Headman two-parter in the second season; his relationship to Duke from the movie is even referenced. Scarlet shows up in the second DIC season, but I don't believe she's around in the first at all.

Zartan never shows up again, but Zarana is around for parts of Season 1, notably "The No-Zone Conspiracy." Don't believe Mindbender ever shows up again, nor does Firefly. Major Bludd is in the second season and plays a big role in "Chunnel," (I think that was the name of it) and, while I don't remember seeing Tomax and Xamot again, the Extensive Enterprises building shows up a few times, notably in the two part Headman episode.
