It represented society throwing away there children to the dogs.
shareI always interpreted it to mean that just because something is domesticated doesn't mean it won't turn feral when it is cast aside.
shareI always thought it had something to do with how the movie was supposed to be "punk rock" or whatever, so you had to do something disturbing or upsetting, so the child being killed by the dog was thrown in to get people riled up or generate "free publicity", since that's kind of the whole point of punk rock, you know to be obnoxious.

With Roger Corman involved you know he was out for some free publicity or shock value of sorts. He's a guy who likes to get his money's worth for sure. In the commentary I think Spheeris said he even recommended she throw in a fist fight or some action sequence every 15-20 minutes or so, so the "audience would stay engaged".
