I found one of the cartoons in the 3rd segment

In the third segment, with Anthony and the cartoon house, there are cartoons constantly playing on the TVs.
Some of the black and white cartoons looked really sinister.

I found the one that the girl with no mouth is watching.
Go to 4:30 into it to see where those parts are.
