I was wondering this the other day when I watched it again ; at first I thought maybe they used a "little person" for the kid peddling into the back of the car, but it's clearly someone who is far too young! This film had a major impact on Hollywood'a child-working laws and it's not difficult to see why.

There's no way that's a real kid being hit by the car; the accident with the helicopter tainted the entire rest of the production (Spielberg didn't even want to finish the film but was forced to do so by the studio) to the extent of them abandoning the original planned second segment which involved child actors and stuntwork and replaced it with the (very poor) retirement home one.
