Pretty sure Electromagnetic Pulse would knock out any kind of machinery, including cars.

True. They all would've been blinded by the flashes too. Let's not nitpick though. This movie was on par with The Day After.

If the cars have electronic ignition, yes; they would be knocked out by the EMP. Any device using transistors would likely be destroyed (if not protected) but vacuum tubes would survive the EMP. But how many of them do we use these days?

Cars made prior to the 1960's would be usable as they had the mechanical rotors, but their use would be curtailed by other factors.

Cars would likely be one of the few things that were fine. Their metal bodies should act as a faraday cage protecting any electronics within.
