Assuming hell is by actions and not lack of saving..Id say "yes". He could have potentially been on a way to fixing his trajectory when he spared the wife and kids. But then killing Manny in cold blood (the man who was his protector/friend and devoted husband to his sister) likely would have sealed his eternal fate. It was after this time that even though you felt for his loss, you knew he deserved his fate.
