It seems that no one does (know, that is).
Nobody seems to know who wrote it or even what its title is. People refer to it as "Victor's Song" or by various bits of the lyrics. It could've been written by Mark Knopfler, Bill Forstyh, Christopher Rozycki (who played Victor) or someone else. There is a "Victor's Song" listed on Harry Fox (written my Martin James F. Craft, whoever that is), but it's probably not the same song.
It's called "Even the Lone Star State gets lonesome" isn't it?

The people in the movie call it "Victor's Song," though that could just be descriptive, rather than the title, and besides, they're fictional anyway. So far as I can tell, nobody has ever identified who wrote the song or what the unknown author thinks its title is.

But I do find it interesting that Victor is singing about "Even the Lone Star state (Texas) gets lonesome", and that is exactly where Knox Oil and Gas is headquarted AND where Mac lives.

It's also another case of "displacement". Mac's name was not originally Scottish, Danny speaks several languages but not the language of his homeland and Victor the Russian sings a cowboy song.
shareIt's 'Victor's song' inasmuch as it being the song he always sings when he comes to their ceilidh. The people expected it and the band knew it but we're no closer to knowing what its real title is. A few 'lonesome star' (Texan) references so probably written especially for the film.
shareIn Mark Kermode's programme "The Soundtrack of My Life" it is said that the song is written by Mark Knopfler. Must be one of his quirkiest compositions!
