I noticed that too. I had come up with some of my own ideas of why he was there, interesting ideas but it wasn't until an interview with Scorsese, De Niro and Lewis that I finally found what that was about. Scorsese explained that the man was part of a deleted scene before the restaurant scene where it established that he's a friend of Rita who followed them into the restaurant. So he mocked Rupert to make fun of him/make Rita laugh I guess. Amazing movie.

And the fact that it is Morrie from Goodfellas ('Morries Wigs') as well just warms my heart.

Two for flinching!

He was making fun of Rupert's absurd mannerisms and wild gesticulation. The character was there to show how ridiculous Rupert was to everyone around him, in some sense as a stand-in for the audience.

A deleted scene on the DVD explains it all. He's a man sitting alone who sees Rupert bombing on his date so he tries to win her over and sort of does. He hits on Rita when Rupert is away and she decides to see him instead (that's all cut but it explains why Rita has to suddenly go.)

Rita goes out with him but it turns out he's got weird fetishes and sexual devices in his home that freaks her out and when she tries to leave he attempts to force himself on her before she makes her escape. She ends up running in to Rupert and realizing he's not so bad. It's actually a pretty horrible sequence that was thankfully edited out.
