I think they meant Beals' "stunt" dancer. But yes, the original dancer that the movie was based on was Maureen Marder.

There was three stunt doubles for Flashdance: Marine Jahan did the dancing, Sharon Shapiro did the diving through the air, and Richard "Crazy Legs" Colon did the breakdancing spin.

I doubt that a dancer would cost more. Usually they will take class through their company while they are filming, or else go to a private studio on their own funding. And dancers don't get paid very well at all, no matter how good they are. The companies simply don't have that kind of money, and haven't for a few centuries. So I don't think it would have been a cost issue.

Even if they did use a real dancer, they would still need doubles incase of accidents etc. And I understand, back then, it was hard to find a single dancer that could dance every single style, hence why there were a couple of doubles for Alex's character.
Plus, I couldn't really imagine anyone else in this film now, other than Jennifer Beals.
