There is a "football" however.
A army intelligence official who follows the president with the codes/phone he has to give for a launch. (Called the football)
For a defensive launch, the president has wide authorization. For a offensive launch, not so much..it has to be done by committee.
Because unimportant details that a broad audience wouldn’t immediacy recognize from a storytelling perspective do absolutely nothing to move a plot along.
