I was given an HD version of Tenebrae with a muxed in English track and the PQ was miles ahead of the crap Arrow release. HUGE difference. Massive improvement.
Who released it? Googling just gives me the Arrow release.
From what I understand, it's an italian language only release. No English. Which is why the English was muxed into the sort of bootleg I have.

And you also have some serious issues with your sight ;) Its a noise riddled mess of a transfer, unless you're watching it on a laptop.
Arrow have released a newly remastered edition of Tenebrae which looks a lot better than their old BD release. It now looks great!
shareSynapse has a better quality blu ray. The arrow version has idiotic commentaries with with the commentators making fun of the movie wheras Synapse is a better transfer and has better commentaries.
